问题出在 Hashids 的导入方式上，请使用以下选项将 hashids 导入为默认

import Hashids from 'hashids';

使用 * 或 {} 进行命名导入，而 Hashids 在作为命名导入（除默认名称外）导入时会抛出以下错误

error TS2351: Cannot use 'new' with an expression whose type lacks a call or construct signature.

使用默认名称（因为默认导出也是名为 default 的命名导出）
